Lori Manning is a seasoned builder and performance strategist with more than 25 years of executive leadership experience. She has helped organizations launch, scale, and recover through disciplined systems, financial clarity, and strong accountability. Lori is known for turning complexity into clear, executable strategies that drive measurable growth.
What sets Lori apart is her proven track record across multiple sectors, including public, private, nonprofit, and education. Combined with her hands-on approach as an operator—not just an advisor—she has consistently led from within organizations to build, fix, and scale systems that produce real financial outcomes.
Lori currently serves as Director of the Cross Timbers APEX Accelerator, where she leads a grant-based program supporting 2,065 active clients that collectively generate over $2 billion in government contract awards each year. Previously, she served as State Director for Idaho’s APEX Accelerator, transforming an underperforming program into a top national performer by tripling contract outcomes.
An accomplished entrepreneur in the education sector, Lori founded four charter schools and later served as CEO of her charter management organization. She has also operated as a fractional C-suite executive, working nationwide to launch, stabilize, and rebuild six additional organizations, restoring operational integrity, financial strength, and leadership performance.
Lori holds an MBA and is recognized for implementing scalable systems, enforcing pro forma and cash flow discipline, and developing high-performing leaders who execute with clarity and accountability.
